A Dubai villa pool: the build cost, the running cost, the permits
What does it really cost to build a swimming pool at a Dubai villa, and what does it cost to run once it is in?
A standard 8 by 4 metre concrete pool at a Dubai villa is quoted at AED 120,000 to 230,000 for the core build, rising to AED 160,000 to 300,000 before VAT once decking and cooling are included, according to the cost-estimating platform Bestimate's guide of 10 August 2026. Running it is the part owners underestimate: Bestimate's maintenance guide of 2 June 2026 and Pool Maintenance Dubai both put the all-in figure at AED 800 to 1,600 a month for the same pool, and our own arithmetic on the Palm Jumeirah evaporation research by Cumberland and Wilby, reported by The National on 10 May 2025, puts the loss at roughly 111 cubic metres of water a year. The Municipality permit fee is published at 30 fils per square foot under Local Order No. (3) of 1999, which is nowhere near the five-figure approval allowances the market quotes.
What a pool costs to build
Nobody in Dubai publishes pool build prices from primary data. Every figure in circulation traces back to a property portal, a contractor blog or a cost estimator, so the honest form of the sentence is studios here typically quote, never a pool costs. The table below is what the better-documented sources quote, with the pool size stated wherever the source states it.
| Pool type | Typically quoted | Source and date |
|---|---|---|
| Plunge pool, roughly 3x2 m to 4x3 m, turnkey | AED 50,000 to 120,000 | Bestimate, 10 Aug 2026; Property Finder, 18 May 2026 |
| Fibreglass shell, catalogue size, installed | AED 75,000 to 180,000 | Bestimate, 10 Aug 2026 |
| 8x4 m reinforced concrete, core build only | AED 120,000 to 230,000 | Bestimate, 10 Aug 2026 |
| The same 8x4 m pool with deck and cooling | AED 160,000 to 300,000 before VAT | Bestimate, 10 Aug 2026 |
| Overflow or infinity edge, 8 m to 12 m | AED 280,000 to 500,000 and up | Bestimate, 10 Aug 2026 |
You will also meet a second set of figures everywhere you look: concrete AED 70,000 to 250,000, fibreglass AED 60,000 to 230,000, vinyl AED 45,000 to 170,000. Betterhomes published that triple on 27 March 2026, Check Trusty on 22 September 2025 and Property Finder on 18 May 2026, in identical form. Three pages, one number. None of the three states a pool size, a depth or what is included, which is why we have not built the table on them.
For context on where a pool sits inside a wider budget, our guide to what a villa renovation costs in Dubai covers the rest of the house.
What actually moves the figure
Size is the least interesting of the variables. What moves a pool quote is the shell type, the ground and the access, the plant room, whether the water is cooled, and the finish. Bestimate's rates for tiling run from AED 180 to AED 1,400 per square metre, so the finish alone can swing the same pool by nearly a factor of eight per square metre of wetted surface, and it lists premium mosaic among the items commonly left out of a headline price.
- Cooling. A chiller supplied and installed is put at AED 15,000 to 25,000 by Total Pools Dubai (30 December 2025), with Bestimate quoting a wider AED 15,000 to 40,000 for larger duties, bypass and controls. Neither figure includes a DEWA supply upgrade if the villa needs one.
- Heating. Property Finder's guide of 18 May 2026 puts a heating system at AED 8,000 to 35,000. Bestimate quotes heating and cooling together at AED 30,000 to 65,000, which is the more honest framing for a reversible unit sized for a Dubai summer.
- Extras that are rarely in the headline. Bestimate prices a spillover spa at AED 35,000 to 90,000 and an automatic cover at AED 30,000 to 80,000.
- The ground. Bestimate carries an allowance of AED 5,000 to 50,000 and up for unexpected access, ground or groundwater conditions, handled as provisional quantities rather than a fixed price.
A pool is almost never a standalone job. The deck, the levels, the drainage, the planting and the lighting around it usually cost more than people expect, which is why we handle pools inside landscaping rather than as a separate trade. The Damac Hills villa landscape and the District One roof garden show how the surround drives the design.
What it costs to run, month by month
This is where the published numbers are most useful, because contractors itemise them. The figures below are for a standard villa pool. Read them as quoted bands, not as your bill.
| Item | Typically quoted per month | Source and date |
|---|---|---|
| Service visits and labour | AED 400 to 800 | Pool Maintenance Dubai, 2026 |
| Chemicals | AED 250 to 400, rising 30 to 40 per cent in summer | Pool Maintenance Dubai, 2026 |
| Circulation pump electricity | AED 100 to 150 | Check Trusty, 22 Sep 2025 |
| Chiller electricity at peak | AED 300 to 600 | Pool Maintenance Dubai, 2026 |
| Water top-up | AED 50 to 150 | Pool Maintenance Dubai, 2026 |
| All in, 8x4 m villa pool | AED 800 to 1,600 | Bestimate, 2 Jun 2026; Pool Maintenance Dubai, 2026 |
| All in, 12x6 m villa pool | AED 1,600 to 2,200 | Bestimate, 2 Jun 2026 |
| All in, overflow or infinity pool | AED 1,500 to 2,500 | Bestimate, 2 Jun 2026 |
Two warnings about this table. First, annual maintenance totals published on property portals sit far below these monthly figures multiplied out. The gap is scope, not a better deal: the low totals describe cleaning and chemicals, they do not say what else is inside them, and none of them carries the electricity for a chiller. Where a source does not state what its figure covers, we have not repeated it.
Second, one home-services blog publishes an hourly running cost for a pool chiller that, multiplied out over a normal day, lands far above every monthly figure in the same market. The electrical draw it implies is plant-room scale rather than a villa unit, so we have not reproduced the number. Pool Maintenance Dubai's AED 300 to 600 a month at peak is the better-evidenced figure, and Pool Maintenance Dubai also notes that pumps run 10 to 12 hours a day in peak summer against 6 to 8 hours otherwise, which is why the same pool costs different money in March and in August.
The water, worked out rather than guessed
Evaporation is the one part of the running cost that can be calculated instead of asserted. The National reported on 10 May 2025 on peer-reviewed research by Cumberland and Wilby in The Geographical Journal, which measured 603.1 million litres a year evaporating from 1,859 pools and water features covering 173,500 square metres on Palm Jumeirah. Dividing the two published totals gives about 3.48 cubic metres per square metre of water surface per year, roughly 9.5 millimetres a day. That division is ours, not a figure the paper states.
An 8 by 4 metre pool is 32 square metres of open water, so it loses in the order of 111 cubic metres a year. DEWA's residential water slabs run from AED 7.70 to AED 10.12 per cubic metre, with a fuel surcharge of AED 1.10 per cubic metre and 5 per cent VAT on top, according to a third-party tracker reproducing DEWA's slab-tariff page, checked on 30 July 2026, which states DEWA's own page was last updated 16 May 2026. Water has been billed in cubic metres rather than imperial gallons since the March 2025 billing cycle, a change the Dubai Media Office announced on 9 February 2025, so any older per-gallon figure needs converting before it means anything.
On those tariffs our calculation puts evaporation top-up at AED 86 to 109 a month for an uncovered 8 by 4 metre pool, and a first fill of roughly 45 cubic metres at AED 437 to 530 in water charges. The low end of each assumes the household is still in the cheapest slab; the high end assumes a villa already consuming above 54 cubic metres a month, which most villas with gardens are. Neither figure includes backwash losses, splash-out or leaks, and the fill excludes tankered water and commissioning chemicals.
The approvals, and who is allowed to file them
Under Article 4 of Local Order No. (3) of 1999, no person may carry out construction works that permanently or temporarily change the features of any land or property in Dubai without first obtaining a permit from the competent department. Swimming pools are named explicitly in Schedule (2) of the same order. A pool is a permitted build, not a garden feature.
- Confirm who regulates your plotWithin Dubai Municipality, building permits sit with the Buildings Regulation and Permits Agency. Under Law No. (16) of 2023 on urban planning, the authorities supervising Dubai's free zones and special development zones issue planning permits for the land they supervise instead. Trakhees, the regulatory arm of the Ports, Customs and Free Zone Corporation, covers land and developments owned by PCFC, Dubai World and their subsidiaries, which includes Nakheel's developments, and the Dubai Development Authority covers the TECOM districts. Our guide to which authority your project answers to goes through the map.
- Get the community NOC before anything elseIn master-developer communities a No Objection Certificate from the community developer is generally needed before the permit application proceeds. We have deliberately attached no fee and no timescale to that: the developers do not publish them, and every figure circulating online comes from contractor marketing pages.
- Appoint an engineering firm and a contractor under itLaw No. (3) of 2026 on the quality and safety of buildings requires the owner's application to name the engineering firm, and requires the contractor to work under that firm's supervision. You choose both. You do not get to skip either.
- Let them file the application, because you cannotDubai Municipality's own villa permit procedure, version 4 dated 10 May 2020, assigns the permit request to the consultant and the inspections to the consultant and contractor; the owner appears nowhere as a submitting party. In maintenance works, Administrative Resolution No. (109) of 2022 goes further and requires a consulting engineer or contractor pre-qualified by the Municipality to submit through the Dubai Building Permit System. The public portal is now Build in Dubai, launched by Dubai Municipality in October 2023, though the older system name is still the one used in the legislation.
- Build it, then close it out on paperThe Municipality procedure that issues the building permit is the same one that issues the building completion certificate for villas. Do not let the pool company treat the certificate as optional housekeeping after the water goes in.
On programme, Bestimate puts a fibreglass install at 2 to 5 weeks on site, a standard concrete pool at 8 to 12 weeks, and an overflow or infinity pool at 10 to 20 weeks or more, because of the retaining structure, the levels and any spa integration. Those are site durations. They exclude approvals and they exclude resubmissions.
The permit fee nobody can agree on
This is the single most contradicted number in the whole subject, and it is worth setting the published schedule against what the market quotes.
| What it covers | Figure | Source and date |
|---|---|---|
| Construction works permit, per square foot, with swimming pools named in the schedule | AED 0.30 (30 fils) per square foot | Local Order No. (3) of 1999, Schedule (2), item 3 |
| Application fee for all types of alterations to villas, private houses and annexes | AED 200 | Local Order No. (3) of 1999, Schedule (6), item 2 |
| "Municipal approval" | AED 20,000 flat | Betterhomes, 27 Mar 2026 |
| Approvals all in, including about AED 6,000 consultant and about AED 5,000 refundable deposit | AED 10,000 to 20,000 | Check Trusty, 22 Sep 2025 |
| Consultant, drawings and approvals | AED 8,000 to 25,000 | Bestimate, 10 Aug 2026 |
| "Pool permit" | AED 2,000 to 15,000 | Pool Maintenance Dubai, 2026 |
At 30 fils per square foot, a 50 square metre pool is about 538 square feet, so the permit fee lands near AED 161. That is not what the market means when it says approvals cost AED 20,000. The market is pricing a consultancy and submission package, and calling it a government fee.
Two honest caveats on the published rate. The schedule is from 1999 and states no minimum fee. And fee schedules can be amended by Executive Council Resolution without the parent order being reissued, which is exactly what happened on 9 November 2022 when Executive Council Resolution No. 65 of 2022 abolished the fee for changing the roof of an existing building. That amendment is also how we know the 1999 schedules are still the live instrument. Confirm the current rate with Dubai Municipality before you budget on it.
What to do with this: when a pool company hands you a quote, ask for the government fee and the consultant's submission fee as two separate lines. A contractor who will not split them is either not submitting the application themselves or does not want you to see the margin. If you want a second read on a quote you are holding, send it to the studio.
Fencing, safety and setbacks
Dubai Municipality publishes Private Swimming Pools Safety Guidelines, document DM-HSD-GU80, version 1.1 dated March 2022. It requires an outdoor pool to be enclosed by a fence whose top is at least 1,200 millimetres above finished floor level, with gates fitted with a locking device and opening away from the pool, and it sets limits on gaps under and between fence members. One caveat we will not hide: the document sits on the Municipality's own domain but we could not open the PDF directly, so the detail above comes from extracts and from sites quoting it. Treat it as indicative and have your consultant read the current version before the fence is ordered.
Separately, Dubai issued a law on public safety on 6 March 2026, in force from 1 June 2026, which covers swimming pools. The government release does not distinguish private pools from commercial ones. At least one contractor site states that the law expressly names private villa pools; the release does not say that, so we do not either.
On setbacks there is no published answer. Figures circulating on contractor blogs range from one metre to three metres from a boundary, and from three to five metres from the villa, and none of them traces to an instrument anyone can open. Pool setbacks are set by your community's development control regulations, which means the answer is specific to your plot and your consultant reads it off the plot's own rules. Anyone who quotes you a single emirate-wide number is guessing.
What to hold at handover
The paperwork is what protects you at resale, and it is the part that quietly goes missing when the pool company's crew packs up. Ask for all of it in writing, in your name, before the final payment leaves your account.
- The permit itself, filed with the drawing numbers it was issued against.
- The community NOC, in the same file.
- The building completion certificate, which is issued through the same Municipality procedure as the permit.
- As-built drawings showing the shell, the pipe runs and where the isolating valves actually are, not where the design said they would be.
- A plant room schedule: pump model and duty, filter, chiller model and duty, and which electrical circuit each sits on.
- The tile and coping specification including the batch reference, so a repair in three years matches.
- Warranty documents with start dates, separately for the shell, the plant and the cooling.
- The commissioning water test and the chemical readings on the day you took it over.
If you are buying a villa that already has a pool, ask the seller for the same list. A pool built without a permit is not a cosmetic problem: Article 28 of Local Order No. (3) of 1999 provides for a fine of up to AED 50,000, doubled on a subsequent violation, and empowers the authorities to disconnect utility services to the site. Article 26 lets Dubai Municipality order illegal construction works removed and, where the violator does not comply within the period set, carry out the removal itself and charge the violator the full cost plus 20 per cent in administrative fees. Our guide to work done without a permit covers where that leaves an owner who has inherited it.
