What a villa renovation costs in Dubai, and what moves the number

Written by the studio · About renovation & fit-out · Updated 20 September 2026

How much does it cost to renovate a villa in Dubai?

Published Dubai figures put a full villa renovation at roughly AED 150 to AED 600 per square foot, or AED 300,000 to AED 500,000 for a standard full refurbishment and AED 600,000 to AED 1,400,000 for a four or five bedroom house, all from Property Finder's 2025 and 2026 guides. Those are portal estimates rather than quotes: what sets the number on your job is the scope tier (cosmetic refresh, full strip-out, or structural), whether the plumbing and electrics are being replaced, and which authority and community your plot answers to. No government body in Dubai publishes a renovation cost schedule, so treat every range you read, this one included, as the starting point for a measured quote.

What actually moves the number

Five things set the price of a Dubai villa renovation, and floor area is only one of them. Scope tier is the biggest lever by a distance. Property Finder's October 2025 budgeting guide prices basic works on a three-bedroom villa, meaning flooring, painting, kitchens and bathrooms, through to a complete overhaul at AED 600,000 to AED 1,000,000. Its structural tier, demolition plus internal layout change, is AED 900,000 to AED 1,000,000, and external structural alterations are AED 2,000,000 to AED 3,500,000. Moving a wall is a different project from replacing what stands in front of it.

Whether the services are being renewed comes next, and it is the worst documented item in the whole market. Bayut's May 2026 maintenance and renovation guide offers one undifferentiated line, plumbing and electrical work at AED 5,000 to AED 40,000 or more, which is far too wide to price a full rewire or repipe against. For ducted air conditioning replacement there is no non-contractor source at all. If the villa is old enough that the MEP is going, that unpriced item can be the single largest line in the job.

Then come the things nobody writes down: how the area was measured, which authority your plot answers to, and what the community allows. A rate quoted per square foot means nothing until somebody says whether it is built-up area or plot area. Which authority your renovation answers to changes both the fee basis and the document set, and in a master-developer community the developer's no objection certificate generally has to be in hand before the authority permit is applied for.

Last, material choice, which moves faster than anything else on the list. Property Finder's September 2025 guide puts local marble at AED 150 to AED 300 per square metre and imported marble from AED 300 upward, past AED 1,000. Same floor, several times the money.

What the published ranges actually say

Below is every villa figure a non-contractor source publishes, with its date. Two property portals carry the entire market. No government portal, no law text and no newspaper of record puts a price on renovation work in Dubai, which is worth knowing before you weigh one blog against another.

Why the per square foot figures disagree

Property Finder's March 2026 comparison puts villa renovation at AED 150 to AED 600 per square foot. Dubai contractor pages published in the same window quote materially higher rates, and none of them discloses how the rate was built or what it includes. Those higher figures are the ones to treat carefully, and there is a clean way to test them.

Engel and Voelkers published Dubai construction costs on 23 December 2025: building a new villa to a standard finish runs AED 300 to AED 500 per square foot, mid-range finishing AED 500 to AED 600, and luxury AED 900 to AED 1,400, excluding land and external works such as landscaping and boundary walls. So a renovation quoted at AED 700 per square foot is asking for more than it would cost to build the same house new to a standard finish. That is not automatically wrong at the top of the market, where imported stone and bespoke joinery genuinely outrun a standard new build, but it is a claim that has to be defended line by line instead of asserted as a market rate.

Dates matter as much as sources. Turner and Townsend's UAE market intelligence for 2025 puts UAE tender price inflation at 3.3 per cent, with Dubai forecast at 4.0 per cent for 2026. A range published two years ago is not today's range, and some of the pages that still rank well on this topic were published in 2022.

Room by room, where the money goes

For a partial renovation the component figures are better evidenced than the whole-villa totals, because Bayut tiers them by size rather than giving one band. Marble is the exception. Bayut's May 2026 guide gives one undifferentiated band of AED 300 to AED 700 per square metre, which starts where Property Finder's local marble stops, so the table follows Property Finder's 24 September 2025 split of local from imported stone, because that split is the thing that actually drives the price.

The bathroom line is where the published sources fall apart. Property Finder said standard fittings and fixtures start at 12,000 AED and average around 20,000 AED on 24 September 2025, then put a bathroom at 40,000 to 90,000 AED in a companion guide dated 25 September 2025. One publisher, one day apart, and the two do not meet. Bayut's May 2026 bands are wide enough to contain both, which is why they are the ones in the table, but the disagreement is itself the finding: bathroom cost in Dubai is driven by fit-out grade, not by floor area.

The line items people leave out of the budget

Start with the one that surprises owners: you cannot file the application yourself. Administrative Resolution No. 85 of 2019 requires an application for a decoration works permit to be submitted by a contractor approved by Dubai Municipality. Administrative Resolution No. 109 of 2022 requires a consulting engineer or contractor prequalified by the Municipality to submit maintenance works through the Dubai Building Permit System. Dubai Municipality's own villa permit procedure, version 4 dated May 2020, assigns the application step to the consultant, and the owner appears nowhere as a submitting party. A consultant or licensed contractor is therefore part of the cost structure, not an optional extra.

The government fees themselves are small, and far smaller than the contractor pages claim. Local Order No. 3 of 1999, still the operative instrument, sets the construction works permit fee for private residential buildings at AED 0.30 per square foot in Schedule 2, the application fee for all types of alterations to villas, private houses and annexes at AED 200 in Schedule 6, and the engineering plan audit fee for villas at AED 100 in Schedule 1, free on the first re-submission. Demolition of a private residential building is AED 150 per building, and a maintenance permit carries no fee at all where the works consist only of exterior painting. The order dates from 1999, so confirm the current rate with the Municipality before budgeting on it.

The AED 1.00 per square foot figure repeated across contractor pages as a Dubai Municipality charge is not one. It is the Dubai Development Authority's published rate for a building modification permit in its own districts, where a fit-out permit runs at AED 0.90 per square foot with a minimum of AED 200 and a maximum of AED 10,000. Both carry AED 10 knowledge and AED 10 innovation dirhams, and DDA states two working days to issue.

Small documents add up. The Dubai Land Department charges AED 225 for the unified land map issued with Dubai Municipality and AED 250 for a villa map, plus AED 10 knowledge and AED 10 innovation fees per drawing, with a stated twelve-minute turnaround. In DDA districts the equivalent site plan is AED 1,000 plus the same two dirham fees, issued within two working days. The trade calls this an affection plan; none of the authorities does.

Two costs cannot be budgeted from anything published. Master-developer no objection certificates are private commercial terms, and no developer publishes a fee schedule that survives checking, so treat every Emaar or Nakheel figure you find online as unverified. VAT is the other. Prices in this market are often quoted without it, in the way ServiceMarket lists its villa repaint at AED 2,499 plus VAT, so ask explicitly whether the total in front of you includes it. Then hold a retention against snagging, because the tail end of a fit-out is where the disputes live.

The order the work happens in

A villa renovation in Dubai runs in a fixed sequence, and the money leaves in that sequence too.

  1. Measured survey and existing drawingsSomeone measures the villa and records what is genuinely there, services included. Until that exists, any rate quoted per square foot is being applied to a number nobody has checked.
  2. Fix the scope tierDecide whether this is a cosmetic refresh, a full strip-out and refit, or structural work. Property Finder's own tiering separates those by hundreds of thousands of dirhams, so settling it late is expensive.
  3. Design and technical drawingsLayouts, joinery, MEP and finishes drawn to a standard an authority will accept. Our interior design stage produces the drawing set the submission is built from.
  4. Community no objection certificateIn a master-developer community the developer's NOC is generally needed before the authority application proceeds, because the authority asks for it as part of the submission itself.
  5. Permit submissionThe consultant or the approved contractor submits, not the owner. The Dubai Development Authority states two working days to issue its fit-out, modification and final building permits once a complete application lands. Dubai Municipality publishes no issuance time for the decoration permit, so treat any turnaround you are quoted as an estimate.
  6. Strip-out and first fixDemolition, then plumbing and electrical first fix. This is where surprises in an older villa turn into budget changes, which is why a contingency belongs in the original figure rather than in a later conversation.
  7. Finishes and joineryTiling, stone, paint, kitchens, bathrooms and fitted joinery. Long-lead imported items are ordered long before this stage arrives.
  8. Inspections, completion and snaggingAuthority inspections, then a snagging list worked through before final payment. In DDA districts a Dubai Civil Defence completion certificate must be in hand before the fit-out completion certificate is issued.

One deadline is worth carrying with you. Under Article 9 of Local Order No. 3 of 1999 a construction works permit can be cancelled if works have not started within three months of issue, or if they have been suspended on site for more than three consecutive months. Pausing a job to rethink the kitchen has a cost beyond the kitchen.

How to sanity-check a quote

Most weak Dubai renovation quotes are not dishonest, they are incomplete. These questions separate them:

  • Is the rate applied to built-up area or plot area, and who measured it?
  • Are material rates supply-only or supply and fit, and does the price include lifting the existing floor?
  • Is VAT inside the total or added to it?
  • Is MEP replacement priced properly, or parked as a provisional sum?
  • Who submits the permit, and is that fee inside the quote?
  • Is a retention held against snagging, and what releases the final payment?

On the return side, keep expectations calibrated. The National reported in October 2024 that James Sharples of Bauhaus Project Management attributes 5 to 15 per cent of value uplift to kitchen and bathroom upgrades, up to 10 per cent to a swimming pool, and about 10 per cent to an extra bedroom. Property Finder quoted Aron Lomax of Treo Homes in July 2024 suggesting a renovation budget be kept within roughly half the projected uplift. Both are practitioner opinions rather than measured data, so use them as a check and not as a model.

The wider market explains why so many owners are doing this at once. Khaleej Times reported in June 2025 that average villa and townhouse prices across Dubai rose 92 per cent between May 2022 and mid-2025, on Allsopp and Allsopp figures citing Dubai Land Department data.

How HST prices a villa renovation

HST Architects is a design-and-build practice: the team that draws the project also builds it, which closes the gap where a designer's drawing meets a contractor's price. We work across Dubai from an office in the Burj Khalifa, and we are part of HST Group, a licensed UAE building maintenance and technical services company.

Our residential work includes a private villa in Jumeirah and a private villa in Emirates Hills. The renovation and fit-out service covers the strip-out, the services and the finishes, with landscaping and extensions priced separately.

We do not publish a price for villa renovation, for the reason this page keeps returning to: without a measured survey and a defined scope, any number is a guess dressed as a quote. Send the villa's size, the community and what you want changed through the contact form and you will get a scope and a price built from the survey.

Questions

Questions we are asked next

No authority and no portal publishes a duration, so anyone giving you a fixed number of weeks before a survey is guessing. What sets it is the approval route your plot falls under, whether the layout is changing, whether the services are being replaced, and material lead times. JLL's 2026 fit-out cost guide records Dubai reporting excessive material lead times, and that is the item most likely to move a programme once work has started. One fixed constraint does exist: under Local Order No. 3 of 1999 a construction works permit can be cancelled if work has not begun within three months of issue, or has been paused on site for more than three consecutive months.

The villa ranges apply, because the portals use house and villa interchangeably. Property Finder's September 2025 guide runs from AED 150,000 to AED 300,000 for a cosmetic refresh up to AED 1,500,000 to AED 3,500,000 and above at the luxury end, and states an overall span for villa renovation of AED 300,000 to AED 5 million. If the house is an apartment in a tower, the money is less different than the constraints are, and the published apartment figures are much less reliable than the villa ones.

It lands exactly on the boundary. Bayut's May 2026 figures put a mid-range kitchen at AED 50,000 to AED 120,000 and a luxury kitchen at AED 120,000 to AED 250,000 and above, so AED 120,000 is either the ceiling of one tier or the floor of the next, depending on the specification. The test is not the total. Ask whether appliances are in it, whether the worktop is stone, whether plumbing or electrical points are moving, and who makes good the floor and ceiling when the old kitchen comes out. Two quotes at AED 120,000 can describe very different kitchens.

Nobody publishes a studio figure, and the apartment numbers that exist contradict each other badly. Property Finder put a whole apartment renovation at AED 50,000 to AED 200,000 on 25 March 2026 and at AED 250,000 to AED 450,000 on 25 September 2025, without stating a size either time. The more recent piece is at least anchored to a rate, AED 50 to AED 200 per square foot, which makes it the better evidenced of the two. For a sense of scale from a real case rather than a range, The National reported in May 2026 that a couple spent Dh60,000 to Dh70,000 upgrading a 2,500 square foot three-bedroom apartment in Downtown Dubai, with furniture included in that figure.

The government side is not the reason. Dubai Municipality's published fees are modest: AED 200 for alterations to a villa under Schedule 6 of Local Order No. 3 of 1999, and AED 0.30 per square foot for the construction works permit under Schedule 2. The difference sits in the master-developer layer. In a managed community you need the developer's no objection certificate, worked to that community's development control regulations, before the authority application proceeds, and those terms are commercial and unpublished. Every specific Emaar or Nakheel fee circulating online traces back to contractor blogs rather than to the developer, so budget for the step existing without trusting the number attached to it. What you are allowed to extend is a separate question again.
